    我國當年退出聯合國，究竟是迫於無奈，還是政治誤判？在外交部列為極機密的檔案裡，有了線索。37年前，在一場部內會議中，我駐西班牙大使薛毓麒曾經大膽發言，認為是政府的舉棋不定，讓友邦難以決策。一番話，把丟掉聯合國席次的矛頭，指向蔣介石。

    

    藍綠為了入聯返聯，不斷拚場較勁，說穿了 
    只是為了選舉；但我國究竟是怎麼丟了聯合國這寶貴的一席？翻開外交部曾經列為極機密的檔案內部檢討會議記錄上，西班牙大使薛毓麒直接點名蔣介石要付很大的責任。薛毓麒說，「我國面臨如此艱困局面，是因為政府對如何應戰舉棋不定，讓友邦難於決策。」

    

    國史館館長張炎憲表示，「當時蔣介石猶豫不決，他本來想說能拖過去就拖過去，後來感覺到無法拖過去，其實他也動搖了，但是已經來不及了，當時判斷的錯誤，誤導認為應該要堅持下去。

    

    其實，原本如果接受了美國雙重代表權的建議，今天的局勢發展可能就非如此，聽到許多史料把罪魁禍首歸到蔣介石，也曾當過外長的蔣孝嚴替祖父澄清。國民黨立委蔣孝嚴強調：「(美國提出的雙重代表權) 
    只是排在阿爾巴尼亞，排我納匪案所謂的二七五八決議文後面；通過以後，主席裁示 
    美國的提案不要付諸條文， 也沒有付諸表決，所以當初都沒有反對所謂雙重代表權。」

    

    當時的決定，的確讓我國現在陷於外交困境，究竟是迫於國際情勢？還是高估友邦態度？只能等待慢慢拼湊史料，回歸歷史真相。
